Fall River Drowning Reveals Larger Issues

The bizarre and disturbing Fall River drowning in which a woman’s body was not discovered until more than two days after she drowned has revealed deeper flaws in Massachusetts’ pool regulations. State-run swimming pools regularly failed water-quality tests over the past five years, but have nevertheless often been kept open in defiance of powerless health inspectors and at likely risk to the public.
